This error could be due to maintenance or network service outages.
Firstly, please check the official Sony Interactive Entertainment (SIE) website for the current network service status.

If no maintenance or service outages are reported and the error persists, please try the following steps.
Note:
If this error occurs only when playing the game with a specific player, that player's network environment/compatibility may be affecting this situation. Please ask the player to try the same steps as well.
1. Turn off your console and devices, then turn them back on
Power off your console and network devices (such as modem and router) completely, wait for a few moments, then turn them back on.
2. Set NAT type to anything other than "Type 3"
To confirm your current NAT type on your PS4, go to "Settings" > "Network" > "View Connection Status."
If the NAT type is "Type 3," some network features may be limited. In that case, please change it to "Type 2" or "Type 1."

3. Disable UPnP on your router
If your router supports UPnP (Universal Plug and Play), which automatically detects and configures compatible devices on the same network, please disable this feature.
Note: For how to change the settings or to confirm whether your router supports UPnP feature, please contact the router's manufacturer.
If the issue persists even after trying the above steps, please consider continuing with the following steps.
4. Use the communication line only for the PS4 as much as possible
Temporarily refrain from using other devices such as PCs or smartphones that are connected to the same communication line as the console.
5. Avoid using extension cords and daisy-chaining multiple devices
Avoid connecting other devices to the same power outlet as the console to the extent possible.
6. Avoid noise and obstacles
Household appliances (such as refrigerators and microwave ovens), as well as other computer-related devices placed nearby, could cause communication interference. Keep the router and the console as close as possible and make sure that there are no obstructions between them.
7. Use a wired connection
If the console is connected to the network via Wi-Fi, the connection could become unstable. If possible, try using a wired connection.
Additionally, if you are using a router, try connection without the router temporarily.
