Please try the following steps to see if this resolves the issue.
Note: Any changes to hardware or peripheral settings are at your own risk.

Go to System > Game Settings, then on the third page, check the "Cutscene Skip" setting.
If it is set to "On" or "Skip already-seen dialogue," cutscenes and events will be automatically skipped.

Install the VP9 Video Extensions (free) from the Microsoft Store.
Note: Although the page mentions Windows 10, please also try installing it on Windows 11.

(Only if you are using an NVIDIA graphics card) please adjust the program settings as follows:
- Right-click on the desktop and select the NVIDIA Control Panel.
- Go to "3D Settings" > "Manage 3D Settings."
- In the "Program Settings" tab, set "Antialiasing - Mode" to "Enhance the application setting."
- Click Apply, then close the NVIDIA Control Panel.
- If you have installed any third-party video playback software or codecs, consider uninstalling them, as they may interfere with playback.
